FBI Agent Robbie Taylor (Jesse Seann Atkinson) has been assigned to help catch the murderer. Dave Harris, a rookie black cop meets up with Taylor at one of the crime scenes and the pair are immediately attracted to each other. They soon begin a secret affair while at the same time trying to stop the Dragon before he kills again.
