Powerful energy corporations, headed by arch villain Quentin Hapsburg (Robert Goulet), are intent on putting a halt to the eco-friendly plans of Dr. Albert S. Meinheimer (Richard Griffiths), the new US energy czar. They plan to replace Meinheimer with a doppelganger who will do their bidding. Unfortunately for them, Drebin becomes involved in the conspiracy when he runs into his ex girlfriend, Jane Spencer (Priscilla Presley), who is not only Meinheimer’s public relations director, she is also Hapsburg’s current love.
